The challenge was to accelerate the approval process for a pesticide registration. The application consists of a form with more than 900 major main subject/topics and over 1000 amendments. This huge amount of paper was to be replaced by an electronic/digital a process.

The consultant was both the analyst and auditor and had direct reporting responsibilities to the organizations top management of the open source licenses regulator.

The change management process was executed under high time pressure and with the influence of a variety of stakeholders. Next to the technical system implementation a change management organization was established responsible for providing early stakeholders about the status of planning and implementation.

For rapid implementation a COTS (commercial off the shelf) implementation was chosen. As early first prototypes could be created that supported the communication with stakeholders.

This certification correspondence was originally send in triplicate in paper and several trailer-trucks loaded with files were required. The implementation of an IT process replaces it by a CDs and DVDs.
